Overview

Hays County is planning for improvements to Hillside Terrace from IH-35 Northbound Frontage Road to FM 2001, and Old Goforth Road from north of Hillside Terrace to Green Meadows Lane to improve mobility, safety, and connectivity.

Purpose of Public Hearing

The goals of the Hillside Terrace Improvements Plan are to evaluate existing conditions, identify mobility and safety issues, evaluate feasible alignment options, and ultimately recommend an effective route that will meet the needs of the local community of Hays County as well as  provide a beneficial regional  connection between IH‐35 and FM 2001.

The virtual open house will be available starting November 9 through November 24, 2020.

In-Person Option

Additionally, Hays County is providing an in-person option for individuals who would like to participate in person instead of online.  In-person attendees will be able to view the same presentation delivered in the online public hearing which will be playing on a screen, review hard copies of project materials, ask questions of Hays County staff and/or consultants from a socially distanced approach, and leave written comments.

The in-person option will be held on Nov. 19, 2020. Attendance at the in-person option will be by appointment only.

Individuals wishing to attend the in-person option or request printed materials mailed to their home must call (512) 400-4297 or email info@hillsideterraceimprovements.com. In recognition of COVID-19, enhanced safety measures will be applied at the in-person option, including a requirement to wear a face mask, submit to a temperature check prior to entry, have an appointment, and follow social distancing practices. If anyone arrives without an appointment, they may be asked to wait at a designated location to ensure we maintain appropriate social distancing within the hearing room.

For both the virtual public hearing and in-person option, members of the public may call (512) 400-4297 to provide verbal comments on Nov. 9, 2020 through Nov. 24, 2020. Formal written comments may also be provided by mail or email as explained below. All verbally provided testimony and timely written comments will be considered by Hays County and included as part of the official record. Questions and comments are welcome any time, but to be included in the official record of the Open House, they must be received by Tuesday, November 24.

Written Comments

Written comments from the public regarding the proposed project are requested and may be submitted by mail to the Hillside Terrace Improvements at P.O. Box 5459, Austin, Texas 78763.  Written comments may also be submitted by email to info@hillsideterraceimprovements.com. All written comments must be received on or before Nov. 24, 2020.

Additionally, as stated above, members of the public may call (512) 400-4297 and verbally provide testimony until Nov. 24, 2020. Responses to written comments received and public testimony provided will be available online at hayscountytx.com once they have been prepared.

Project Details

  • Reconstructing and widening Hillside Terrace as a three-lane roadway with a continuous center turn lane and shoulders from IH-35 to Old Goforth Road.
  • Reconstructing and widening Hillside Terrace for 5’ shoulders from Old Goforth Road to FM 2001
  • Improvements to Old Goforth Road to improve connectivity from Buda to Hillside Terrace
  • Intersection improvements to Hillside Terrace at IH 35, and Old Goforth Road

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
