David Burns – Captain, Law Enforcement Bureau

Captain David Burns was promoted to Captain of the Law Enforcement Bureau in June 2019. He began his career in law enforcement with Hays County Sheriff’s Office as a corrections officer in 1995. Prior to joining the sheriff’s office he served in the United States Army’s 82nd Airborne Division from 1986 to 1993 and is a Persian Gulf War Veteran. During his career with the sheriff’s office, he has held the positions of corrections officer, patrol deputy, narcotics detective, training sergeant, patrol division lieutenant and special services division lieutenant. He also served on the Hays County SWAT Team from 1997 to 2017 as Entry Team Leader and Sniper Team Leader.

Captain David Burns is one of the founding members of the Advanced Law Enforcement Rapid Response Training (ALERRT) that is currently considered the “National Standard” for Active Shooter Response in the United States by the FBI and DOJ.

As Captain of the Law Enforcement Bureau he oversees the Patrol Division, SWAT, Hays County Unmanned Robotics Team, Animal Control, School Resource Officers, Field Training Program and Fleet Services. The Law Enforcement Bureau has over 90 employees assigned to these critical public safety areas.
