Welcome to the Hays County Transportation Department. This division is responsible for maintaining and improving County roads, County road signs and right-of-way areas. The main office is located on Yarrington Road between the cities of Kyle and San Marcos. Equipment and material yards are also located in San Marcos, Kyle, Wimberley and Dripping Springs.
The following criteria must be met for a road to fall under the Department’s supervision:
- The road is not within a corporate/city boundary.
- It does not have an FM (Farm-to-Market), RR (Ranch Road), RM (Ranch-to-Market), LP (Loop), IH (Interstate Highway) or SH (State Highway) designation.
- It is not a privately maintained road.
- It is in a subdivision where the developer has met County road standards and thereby has given the maintenance rights to the County, which has accepted them.

Stormwater and MS4 Program
Hays County is subject to the requirements of the Texas Commission on Environmental Quality (TCEQ) Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000. In general, since the County does not own a water or wastewater system, our requirements are related to development – specifically stormwater runoff. The County developed and implemented a stormwater management program (SWMP) that includes pollution prevention measures, treatment or removal techniques, monitoring, use of legal authority, and other appropriate measures to control the quality of storm water discharged to the storm drains and thence to waters of the United States.
