Commissioner Precinct 4 – Road Projects

In November 2008, Hays County voters approved a proposition to issue $207 million in Hays County road bonds for roadway safety and mobility improvements across the county.

Two categories of projects will be funded through the bond issue:

  1. Projects eligible for Pass-Through Financing reimbursement from the State of Texas (Texas Department of Transportation), which will reimburse up to $133 million through the TxDOT Pass-Through Funding Program
  2. Other priority projects which were identified as particularly important locally through input from local entities (municipal governments, school districts) and through a public participation process conducted in July 2008

In addition to the $207 million in taxpayer-financed road bonds, the Hays County road projects approved by voters will be funded with at least $11 million from the City of Kyle, $7 million from the City of San Marcos and $3 million from federal grants. Below are the lists of Pass-Through and Priority Projects by category for Precinct 4. Although each project is assigned a number for tracking purposes, projects are listed in order of their expected/actual start dates. Precinct 4 Pass-Through Projects

Project 21 —US 290 West -Trautwein Road to Nutty Brown Road. This project consists of constructing a rural cross-section with 4-11’ travel lanes and no shoulders. TxDOT has been adding a center turn lane along many sections of US 290 West from RR 12 to the Hays/Travis County Line. This is the last 2.02-mile section to be improved.

 

 

Precinct 4 Priority Projects

Project 1 — US 290 from RM 12 to McGregor Lane.Funding for this project includes construction of a continuous center left turn lane, where one does not currently exist, from RM 12 to McGregor Lane as well as improving the roadway shoulders through this corridor.

Project 2 — RM 12 at Sports Park Drive. Funding for this project comprises safety improvements to the intersection of RM 12 and Sports Park Drive, including the addition of a left-turn lane from RM 12 onto Sports Park Drive.

Projects 3a-3d — RM 1826. Funding for this project comprises four elements — safety improvements at the intersections of RM 1826 and Nutty Brown Road (CR 163), RM 1826 and Crystal Hills Drive (Goldenwood subdivision), RM 1826 and Darden Hill Road (CR 162), and RM 1826 at FM 967.

Project 3a — RM 1826 at Nutty Brown Road – Safety improvements at the RM 1826 and Nutty Brown Road (CR 163) intersection, including the addition of a left turn lane from RM 1826 onto Nutty Brown Road.

Project 3b — RM 1826 at Crystal Hills Drive – Safety improvements at the RM 1826 and Crystal Hills Drive intersection, including adding a left turn lane from RM 1826 onto Crystal Hills Drive and making improvements to the roadway approach and low water crossing on Crystal Hills Drive.

Project 3c — RM 1826 at Darden Hill Road – Safety improvements at the RM 1826 and Darden Hill Road intersection, including the addition of a left turn lane from RM 1826 onto Darden Hill Road.

Project 3d — RM 1826 at RM 967 – Safety improvements at the RM 1826 and RM 967 intersection, including the addition of a left turn lane from RM 1826 onto RM 967 and the addition of a right turn lane on RM 967 onto RM 1826.

Project 14 — Lime Kiln Road at Sink Creek. Funding for this project covers conducting feasibility analyses and environmental studies related to the replacement of the low-water crossing over Sink Creek which is located in the San Marcos River watershed and in the Edwards Aquifer Recharge Zone. No construction funding is available at this time.

Project 15 — Post Road (CR 140) at the Blanco River. Funding for this project covers conducting feasibility analyses and planning studies related to the replacement of the low-water crossing over the Blanco River and beneath the Union Pacific Railroad bridge structure. No construction funding is available at this time. Studies for this project will take place in both Precinct 1 and in Precinct 4.
