Duties and Responsibilities
Texas Constables and their Deputies are fully empowered peace officers, with countywide jurisdiction who may legally exercise their authority in any precinct within their county. They may issue citations, make arrest, conduct investigations, file criminal charges, assist other agencies involving crimes-in-progress, respond to missing person calls, and conduct traffic enforcement. Constables are available to serve their community, whenever, and wherever as needed. In addition, Texas Constables are designated as “officers of the courts,” whose responsibilities are to execute court orders (i.e. civil citations, criminal arrest warrants, protective orders, property seizures, evictions, writs, etc.) issued by the District Court, County, Court, Justice Courts, and/or any other State Courts.

Deputy Blaine Hamilton

Deputy Constable Blaine Hamilton has served the Hays County Precinct 4 Constable since 2005. He served with the Orange County Sheriff’s Office, Orange County, Texas for 1½ years before coming to Hays County. Deputy Hamilton holds the following certifications; Civil Process Proficiency (2009), Mental Health Officer (2012), Training Instructor (2013), and a Master Peace Officer Certification (2019) with the Texas Commission on Law Enforcement (TCOLE).

Deputy Constable Jimmy Zuehlke began his service with the Hays Co. Constable, Pct. 4 Office in 2017. Deputy Zuehlke has over 30 years in law enforcement, having served 25 years as an Agent with the Texas Alcoholic Beverage Commission, and 4 years as a Patrol Deputy with the Hays County Sheriff’s Office. He received his Bachelor of Science Degree in Criminal Justice from Southwest Texas State in 1986 and holds the following certifications: Training Instructor (2002), Sexual Assault Family Violence Investigator (2003), National Academy Professional Driving Instructors (2004), and a Master Peace Officer Certification (2001) with the Texas Commission on Law Enforcement (TCOLE).

Deputy Constable Charles “Chick” Williams retired from the Dallas Police Department in May 2014, after 32 years of service. He received a Bachelor of Science Degree in Criminal Justice from Southwest Texas State in 1982, and shortly afterwards was hired by the Dallas Police Department. While at Dallas P.D. he served 13 years in the Patrol Division, was promoted to Senior Corporal (1988), and from 1988-2006 served as a Field Training Officer (FTO). In 1998, Deputy Williams was assigned to the Traffic Enforcement Division/Motorcycle Unit. He holds the following certifications: Northwestern Center for Public Safety – Motor Officer (1998), Advance Accident Investigator (1996), Courtroom Security Specialist (2017), Mental Health Officer, (2017), Child Passenger Safety (CPS) Technician with “Safe Kids Worldwide” (2018), and holds a Master Peace Officer (2000) with the Texas Commission on Law Enforcement (TCOLE).

Deputy Constable Delton Duggins has over 22 years of law enforcement service, having served with the Hays County Sheriff’s Office, the West Lake Hills Police Department, and the San Marcos Police Department, where he retired in 2020. He holds the following certifications: Northwestern Center for Public Safety – Motor Officer (2005), National Association of School Resource Officers (2018), and a Master Peace Officer Certification (2018) with the Texas Commission on Law Enforcement (TCOLE).

Deputy Constable Dave Graham joined the Constable’s office in 2017. Deputy Graham began his law enforcement career in 1983 with the Garland Police Department, and recently retired from the Dallas Police Department (2017), where he obtained the rank of Lieutenant, where he supervised the following specialized units: Explosive Ordnance (EOS), Canine, Mounted Units, Special Events Division, Dive Team, Reserve Battalion, Internal Affairs Division (IAD), and as the Supervisor over the Helicopter Unit (command pilot wings) for the Dallas Police Department. In addition, Deputy Graham is an instructor with Law Enforcement Seminars, LLC, where he provides specializes training related to Internal Affairs Investigations, and Complaint and Procedural Responsibilities. He holds a Master Peace Officer Certification (2000) with the Texas Commission on Law Enforcement (TCOLE).

Modesta Alcorn has served Hays County Precinct 4 Constable office since 2008. Previously, Mrs. Alcorn served as a Hays County Justice of the Peace Clerk. She is a Texas Notary, speaks Spanish and holds a Civil Process Proficiency Certification (2017) with the TX Commission on Law Enforcement (TCOLE).
